01 — THE CHALLENGE

Outdated systems and complicated data collection

Proper analysis of workforce data is a powerful tool for driving improvements in healthcare. But traditional methods of collecting and analysing it are often slow, complicated and open to error.

Temporary staffing managers at Warrington and Halton Hospitals NHS Trust identified this as a key issue across the organisation. Data reporting carried a heavy administrative burden and delivered sparse insight in return.

Data files had to be entered by hand into a complex set of Excel spreadsheets, making it hard to explore the data, apply filters or look at specific date ranges.
Only staff with detailed knowledge of how the spreadsheets were built could report effectively, creating a single point of failure and a risk of data errors.
Compiling reports, including the monthly Pay Assurance Report, took two to three days each month and needed a Band 6 or above to complete, raising the cost of reporting significantly.
Training new team members on the reporting process was difficult and time-consuming.
02 — THE SOLUTION

New software, new insights

As part of the digital staff bank the Trust built in partnership with Patchwork, teams began using Patchwork Insights in January 2020. It gave them up-to-date data on temporary staffing activity and changed how they produce key reports, including Pay Assurance Reports, Workforce Board Reports and Medical and Dental Updates.

Centralised dashboards

Instead of comparing data across multiple spreadsheets, staff use a suite of central dashboards where all workforce data is captured and analysed. Every report at the Trust now draws on one consistent source.

A user-friendly interface

Filters and drill-downs work across every dashboard, so managers can see fill rates, pay rate escalations and compliance for any time period, at divisional or departmental level, and switch views to compare.

Regional comparison

Anonymised data from other trusts in the region lets the team benchmark measures such as pay rates. That evidence supported a trust-wide rate card, discussions with the Joint Local Negotiating Committee and individual worker queries.

Live reporting for stronger processes

Analysis in Insights showed Waiting List Initiatives weren't always used appropriately. Live reporting supported a more robust approval process, including for shifts not yet worked and paid.

“Patchwork Insights shows me what I need to see in the way I need to see it. It’s all there at the touch of a button.”
Gemma Leach, Head of Workforce Systems and Intelligence
“Using the comparison dashboards we are able to provide that evidence and assurance that what we’re doing is in line with other organisations.”

03 — RESULTS AND ADVICE

More time for analysis, less time on admin

Staff across the Trust now have accurate, flexible data that is analysed and compiled into reports automatically. That frees time to interpret the data and build a narrative around it, so there is clear evidence behind every improvement.

Inappropriate use of Waiting List Initiatives reduced, saving around £1,500 a month within the first three months
Regional benchmarking used as evidence for a trust-wide rate card and rate policy discussions
Next: comparing Insights with vacancy data to challenge bank and agency use, and opening access to services and operational managers across the Trust
“First and foremost, start small with the data you are providing. Work backwards from the question you wish to answer: what are you hoping to identify or improve? Using Patchwork Insights makes identifying and pulling specific data sets easy. By selecting the appropriate filter, you can find the precise data you need at the touch of a button.”
